REQUEST: Consultant to Support Business Improvement District Feasibility Study.

Davidson Community Center, Inc. is a 501(c)3 non-profit organization that established the Burnside, Jerome, and Tremont Avenue (BJT) Bronx Merchant Association in 2006 to proactively engage merchants, local businesses, and other stakeholders to spur a positive economic change in Morris Heights in the Bronx and educate them about the competitive advantages a Business Improvement District (BID) can provide for the Southwest section of the Bronx.

Davidson Community Center, Inc., is a recipient of the Neighborhood 360° Commercial Revitalization grant, a program created by the NYC Department of Small Business Services (SBS) to identify, develop, and launch commercial revitalization projects in partnership with local stakeholders. Through proactive planning and targeted investments, Neighborhood 360° supports projects that strengthen and revitalize the streets, small businesses, and community-based organizations that anchor New York City neighborhoods

The position is sponsored by the NYC Department of Small Business Services (SBS) Neighborhood 360° grant. The consultant will work under the supervision of Davidson Community Center’s Executive Director, Angel Caballero,and directly with the Neighborhood 360° Program Manager and the BJT Bronx Merchant Association Economic Development Committee to: determine, develop and evaluate scenarios for establishing a BID; support outreach efforts with businesses and property owners about the benefits and challenges associated with a BID or other funding mechanism; help build consensus around a preferred scenario; and assist with preparing a draft operating plan for a BID and/or similar documentation required for another funding mechanism. 

CONTRACT DESCRIPTION

Davidson has been performing initial outreach to form a Steering Committee of residents, businesses, and property owners and is looking for expert assistance to explore the feasibility of BID formation through the buildout of the following:feasibility study, budget and proposal.

  • A database of property and business owners within BJT Bronx proposed BID boundaries, ensuring that all information is accurate and up-to-date. Current database includes fields for property ownership, valuation, lot acreage, tax-exemption status and physical characteristics such as linear frontage, building square footage, etc.

  • Cost estimates for enhancing current programs, including Cleanliness and Business Support and Retention, and Merchant Organizing Potential scenarios for funding, financing, and implementing the desired enhancements and long-term goals through a BID and/or other mechanisms. 

  • Outreach To business and property owners  including preparation of written materials or infographics and presentations to merchants, stakeholders, property owners, elected officials.

  • Steering Committee scheduling, including setting goals, agendas, and desired outcomes.

  • Draft BID Operational Plan.

TIMELINE

Application: Deadline August 15, 2021 

  • Elected consultant announced August 30, 2021 or when the position fills.

  • September 1, 2021-December 1st, 2021 Phase II.

  • January 11 - March 21, 2022 Phase II, 2019 5:00 PM 

  • Proposals due April 16, 2022.

  • Scope of work completed April 30, 2022.
